Parole agent speaks out about Phillip Garrido

SACRAMENTO — Federal parole supervision records show officers recommended continuing Phillip Garrido’s parole four times between 1990 and 1998, after he allegedly kidnapped and held Jaycee Lee Dugard captive in his Antioch home.
KCRA 3 obtained newly released U.S. Parole Commission documents Tuesday.
