County manager weighs-in on future of Stateline casino
To the Douglas County commissioners and community,
The county has received a number of inquiries recently as to whether an adult characterized business would be allowed at the building in Stateline formerly called Bill’s Casino, now under new ownership.
The potential proposed use, as we understand it, is an adult interactive cabaret. This use is identified in chapter 5.36 of Douglas County code. In the Tahoe Basin, this type of use is restricted to the Stateline Community Planning Area, which is where Bill’s Casino is located. Therefore, this type of business use could be allowed with the proper licensing.
The owner must submit a completed application for a license to the Douglas County Sheriff’s Office which completes an investigation and then makes a recommendation to the board as part of a public hearing. At a minimum, the board must consider the following in granting or denying the license:
1. Whether the applicant has complied with all rules and regulations in preparing and submitting the application.
2. The impact the adult characterized business would have on the area in which it is to be located.
3. That locating an adult-characterized business in the selected area will not contribute to blight or reduced property values in the area.
4. The impact the adult characterized business will have on possible criminal activity in that area.
Further, if the owner plans to make changes to the exterior of the structure, the parking area, or signage, the owner must apply to the county for the proper design review and building permits, as well as, acquire Tahoe Regional Planning Agency approval, if applicable.
County code restricts the display of pictures, graphics, etc., on the exterior of the building, windows, or display areas. In addition, windows must have an opaque covering that prevents viewing into the interior of the building. Lighting is required on the exterior of the building to minimize criminal activity and to provide safety for patrons.
The county has not received a license application to operate an adult cabaret at this location. If we do receive an application, it will go through the process identified above.
The county will not speculate about the outcome of any matter that may or may not come before the Board for a decision.

Tahoe tourism is already dying do to the economy. Dont kill it all together.! We were there a year ago and could not believe the empty streets, resturants. When we lived in sac a few years ago you couldnt walk on the side walks for the people. lower prices for rooms, comp some food, advertise in Texas and other States. Bring back the OLD days and KEEP it family! Maybe let someone WIN once in a while…AND… NO STRIP CLUBS!!!! what are you trying to do to this beautiful place. Dont make it the dirty place Las Vegas is if you look beyond the lights and glitter. You have nature there, campgrounds, the most beautiful water in the world. The perves have lots of places they can go. Keep it safe for our families and children to walk the streets when we visit. Those back streets to the motels are dark you dont want to meet some weird person that just came out of a strip joint all heated up looking for a FREE good time. Please, this world is not safe as it is without bringing it to your door. And thats what you’ll get.
Take a look around, there arent many places you can go that sex is not in your face. Even everyday TV. People say well if you dont like it stop watching it, If you dont like it, dont go inside. well I say that would keep people with any morals from buying groceries, as you cant take your kids past the check out counter without seeing someones “everything†in a paper or magazine! Why cant it be the other way around. If you want to look at porn, do it at home, have your magazine sent to you in a brown cover!!!
let families and children have a chance. Make and advertize that Tahoe is the ANTI Vegas. A place to bring your families. Advertize it all over the world. Show your beauty. Capitalize on that. I’ll tell you why it wont happen, because people with any moral sensitivty are in the minority. And belive it or not once you desensitize yourself morally its almost imposible to see the wrong in that something again, look at devient behavior and how it progresses.
That does not make us prudes to a sexual experience, It just means that we dont need to have everyone know it,or show our hoohas to prove we have one and use it!!!!!!. Our children deserve our attention and protection. You ask what does this have to do with Tahoe.? Well it has to start someplace. I feel sorry for the people of that small small town if strippers, postitution, then the drugs take over (and Im not neive to the fact that its there to some degree already…ok). You might have more money coming in, but good luck to feeling safe. You do know the people making all the real money wont be living there in your “Hell Hole†with you and If they are its going to be in the mountains in some mansion with a gate out front.
Remember off the Vegas strip is a very dangerous place, just 1 or 2 blocks.
So, I wont be WALKING back to my lovely, NON-commercial motel or hotel in the sweet piney clean air in your family friendly town like I always do when in Tahoe… I wont be there
