7-hour standoff in South Tahoe ends peacefully

After a nearly seven-hour standoff, a South Lake Tahoe man surrendered to police and was taken into custody.

Officers initially responded to a residence on Paradise Avenue at 6:15pm June 15 because of arguments between neighbors that they say included the suspect brandishing a weapon.

Stephen Shaver, 44, was arrested about 1:30 this morning after police SWAT and Crisis Negotiation Teams wore him down.

No one was injured and no shots were fired.

Officers said the trouble began after Shaver’s unleashed dog attacked a leashed dog being walked by a female neighbor near Shaver’s house. When the woman suggested Shaver control his dog, he reacted violently, coming outside his house and pushing her in the chest, officers said. That’s when Shaver allegedly went to retrieve a shotgun.

The neighbor, according to police, had locked herself inside her home, but Shaver broke through her front door and turned his dog loose inside her house. He then reportedly left with his dog before reappearing with the shotgun outside his front door. He yelled threats from his doorway toward his neighbor while holding the shotgun, but did not discharge it.

Shaver finally surrendered by walking outside his house unarmed.

Officers said they located a marijuana grow inside Shaver’s residence, a loaded shotgun concealed in a large diameter PVC pipe used for hydroponic purposes, chemicals and possible explosive materials.

Shaver was booked at the El Dorado County Jail in South Lake Tahoe on several felony and misdemeanor charges, including terrorist threats, burglary and brandishing a firearm. He was in custody this morning on $15,000 bail. Officers expect to file more charges after completing the investigation.

    Let’s see, threatening someone with bodily harm, breaking into a home, attacking someone with their animal, brandishing a firearm with intent to harm another,growing an illegaldrug, obviously using it as well …….. and only $15,000 bail? Shots should have been fired by the woman who was attacked.

    Folks, you don’t know what drugs the fellow was on. His behavior sounds more like alcohol, crack, or meth. And only 15,000 for bail. Gimme a break. Too many unknowns surrounding criminal behavior for a decent analysis of causation.

    My 6 month old puppy and myself were recently “pack attacked” by 3 dogs, one already deemed dangerous due to prior dog and human attack. They ran out of a house, broke through their fence and were on her. Took her by her neck and threw her down, grabbed onto her groin and the third stood ready to bite into her rib cage. I kicked their necks,eyes, beat their backs and screamed. SOMETHING has to be done. This will be going to court? or straight to jail? Last night neighbors who are professionals in town let their dogs loose and their black lab who is agressive came lunging at us, our puppy now 7 months was on her leash and halti as usual. My husband had to fend it off with the golf club. I have asked them twice now to keep their dogs on leashes, guess what it was 5:30 and they thought it’d be ok. So I warned them they are responsible for their dogs and now they knew and not let it happen again. Well this is the 3rd strike. I do not know what part of ITS THE LAW people are not understanding(?). Please come and support the law when/if the case goes to trial. I will post it here. Our puppy is lucky to be alive, Animal Control, Vet, ourselves think we had an angel with us that afternoon. Thankyou for keeping your dogs on leashes per LAW.
