I believe that the question should be more like: what services can be consolidated to save the taxpayer money? Or, what services can be consolidated due to redundancy at both city and county levels?
However, is sure looks like police, fire and road maintenance could be done by El Dorado County. There is total redundancy in these departments that could be more effective if handled by the County. This would eliminate waste on the administrative and management side. It should also be more effective due to scale. Larger and more flexible workforce to cover the same areas.

The fed and the big bankers associated with it has mismanaged the economy and created product after product designed (derivatives) designed to create commissionable transactions…
