Ex-EDC leader receives hefty payout

Even though the El Dorado County Board of Supervisors didn’t have to pay Terri Daly anything when she resigned earlier this month, they are — well, the taxpayers are.

The supes agreed the now former chief administrative officer should receive $153,519.57. That is equivalent to nine months of her base salary.

Had the county fired Daly, she would have only been entitled to three month’s pay based on her contract.

“She is also entitled to her leave balances, such as vacation and floating holiday leave. And finally, she will receive one month of a COBRA to extend health benefits one month after separation,” Robyn Drivon, county counsel, told Lake Tahoe News.

The decision to accept Daly’s resignation and the payout was all one vote — 3-2. Supervisors Norma Santiago and Ron Briggs, who are both termed out and will leave in January, were the dissenting votes. Both believe Daly had been doing a great job and said as much Nov. 4 after the vote.

Assistant CAO Kim Kerr has given notice and will be leaving Dec. 26.

Human Resources Director Pam Knorr is running the county while the county looks for a CAO.

    This is nothing short of unbelievable. First Daly arrives from Amador with a bad reputation and warnings not to hire her and then screws everything up she touches and is now rewarded instead of being fired without pay for doing it. This is why there is a need to demand the resignation of those involved and especially those who voted for Daly to stay. They are the problem in this county and should not be in a public position.

    Can the citizens of EDC file a lawsuit against this woman to stop the payment based on incompetence and the deficit she has created? Just wondering what the citizens can do…

    Santiago and Briggs voted NOT to accept a tendered resignation? And did not vote for the payout? This makes no sense.

    I can understand how the rest of the Board want to get this behind them. They are, after all the Sups who let this happen on their watch so they want to eliminate any and all chance of being sued for wrongful termination etc.

    Unfortunately, this dirtbag Daly probably could have gotten a settlement bigger than this by suing. I don’t know for sure, but if Eldo county is self insured this is probably the better deal.

    I totally agree that the entire Board of Sups should be recalled, fired, forced to resign by threat of litigation, whatever it takes.

    Even a Human Resources person with no management experience for an entire government should be able to do a better job that these clowns.

    The other thing about the two on the board who voted to keep Daly is instructive as Briggs is reported to be near bankruptcy with multiple foreclosures and no county employment soon and the same unemployment goes for the other and both were perhaps thinking they could get a good job from Daly.

    While the payout looks big, compared to the costs of litigation it is small price to pay. Generally there would be strings in the form of a release and promise of no litigation in exchange for these payouts.

    The real travesty is that she was hired in the first place with her record. Let’s hope they perform greater due diligence with any potential replacement.

    Kerr came in, stirred up the s—, created a giant agency full of problems, and then bails when trouble brews.
