Winn Communities is looking for an extension on entitlements for three housing projects in El Dorado County. But it’s not because of lagging confidence in the market, or even a lack of labor.

Rather, the company wants to complete needed road infrastructure first, saidGeorge Carpenter, a company vice president.

Carpenter said the three projects all got their tentative maps approved in 2005, before the housing meltdown of a few years later.
