Former Nevada state Sen. Coe Swobe had two passions: nature and helping people.

He died Thursday morning of liver failure at the age of 87, but left behind two life-long legacies.

In 1969, Swobe brokered the first agreement between then Nevada Gov. Paul Laxalt and California Gov. Ronald Reagan and two state legislatures to help preserve Lake Tahoe.

The agreement would later establish the Tahoe Regional Planning Agency, the governing body that oversees regulation for the Tahoe Basin.

He also helped expand the Lake Tahoe park system, which includes Sand Harbor, through other legislative acts.
