David mayor of SLT; council marginalizes Conner

Without unanimous support of their colleagues, Wendy David is now mayor of South Lake Tahoe and Austin Sass is mayor pro tem.

Councilwoman JoAnn Conner abstained from both votes this morning without saying why.

As is customary with the December council meeting, the electeds voted among themselves as to who will be the two leaders for the next year as well as which council member will represent the city on a variety of boards.

No one besides David expressed an interest in being mayor.

Councilman Tom Davis was the first to throw his hat into the ring for mayor pro tem.

Conner said it was important for the mayor and mayor pro tem to attend ceremonial functions. She listed a few where that did not happen, to which then Mayor Hal Cole had to correct her to say he attended things she wasn’t aware of.

During Sass’ proclamation as to why he should be mayor pro tem he stated how the position is so much more than attending functions, and that it is more about leadership.

David agreed. “Leadership does equal making decisions,” she said.

She threw her support behind Sass, saying the two had worked well together on committees in the past year.

Cole, hearing what David had to say about Sass, sided with her.

The votes for mayor and mayor pro tem were 4-0-1.

This was the same vote for the commissions, with Conner abstaining.

The council changed how it voted on entities beyond the council by having members weigh in on their desired position before the Dec. 7 meeting. At the meeting each council member voted on a preprinted ballot for whom they wanted for each position.

Conner was essentially removed from all of her duties except for one that has her working with people outside of Lake Tahoe. She remains the representative to the League of California Cities.

This comes on the heels of Conner having been censured by the council earlier this fall and being banned from talking to staff. Those actions were the result of her bullying nature that has resulted in city employees filing complaints against her and other leaders in the community like El Dorado County Supervisor Sue Novasel and Lake Tahoe Community College President Kindred Murillo voicing their inability to work with Conner.

The committee-board reps are:

·      California Tahoe Conservancy – Davis

·      El Dorado County LAFCO – Sass

·      Tahoe Regional Planning Agency – Cole, Sass as alternate

·      Tahoe Transportation District – Sass, Davis as alternate

·      Abandoned Vehicle Abatement – Cole

·      Cal-Tahoe JPA – David and Davis

·      Clean Tahoe – David

·      Tahoe Prosperity Center – David

·      Lake Tahoe Visitors Authority – Davis

·      Recreation JPA – Sass

·      Waste Management Authority JPA – David, Davis as alternate

·      Redevelopment Successor Agency – Cole, Davis as alternate

·      Community Play Consortium – David.

The ballot came with some standing committees being eliminated or representation to the committee being eliminated. Because this is a policy decision that had not been put on the agenda it will come back for a future vote.

The proposal is to not send a council member to the following entities’ board meetings:

·      Lake Tahoe South Shore Chamber of Commerce

·      South Tahoe Chamber of Commerce

·      South Lake Tahoe Lodging Association

·      South Tahoe Public Utility District.

It is proposed to eliminate the following city committees or subcommittees because they are considered completed:

·      Airport Master Plan

·      Parks and Recreation Master Plan

·      LTUSD, LTCC MOU

·      Single Room Occupancy

·      Policy for Giving to Nonprofits

·      Warm Room Project

·      Senior Citizens Center.

    I remember when the Council didn’t like Crawford and how they treated him. . . you buck the status quo, they try to make you suffer. I didn’t always agree with Crawford either (often!) but at least I could respect the man. The city council? Not so much.

    I have represented clients in front of City Councils across the state, a truism I have found bucking the status quo is not so much a problem when the Council member is smart, respectful and solution oriented. People like Conner who operate on the notion that it is ok to be an axxhole, particular to City staff, are almost alway ineffective, even if they at times have a point. When you are a member of a Council, you should work with other council members and staff to effect the change you think is important. To not do so, either means you are not very bright or simply grandstanding because it makes you feel important and could care less about the outcome. I cannot tell you what is Conners affliction, but she has alienated the entire council and staff and is clearly ineffective (and a jerk).

    What is Ms. Conner’s non-role costing the city in the compensation she receives? It is not returning anything to the city on it’s investment now.

    City council members get a pitiful amount of money for really hard work. $300.00 whole dollars for 20 hours or more a week. No thanks. Crap pay and you have to put up with us…No thanks.

    These City Council people influence/control at the very least MILLIONS of dollars. This is YOUR money people and THEY have sold you out time and again!

    Barn doors are slamming shut and the Rats are jumping ship. Someone with the wherewithal needs to step up. Quit blaming the waitress, bartender, dealers, maids, school teachers and plain old MOM and DAD for not following your every move and questionable shenanigan.

    It’s easier for these exploiters (nice way to put it) to retire or live somewhere else while maintaining “fractional” residences here. Leaving the muck raking to THEIR loyal appointees.

    ‘THEY’ HAVE YOUR MONEY and you are screwed…again. You will necessarily move on and the cycle will begin again.

    You attempt to paint Ms. Connor as the victim of hated gubment entities worthy of your respect. That says so much about how any type of behavior is acceptable to those that believe it promotes the demise of “We the People” in favor of some twisted ayn randian dystopia.
    Ms. Connor must now sleep in the bed she has made for herself.

    I agree with Rick Hopkins’ comments 100% and after watching the first 35-minutes of the December 7th City Council meeting it appears evident that JoAnn Conner has elected to continue the use of adolescent verbal slurs in her get-even mindset and has demonstrated that she has no clue how to conduct herself in a mature and professional manner. The abstentions from voting on agenda items in the first 35-minutes of that December 7th meeting were of Ms. Conner’s own volition and not due to a business conflict of interest, and if she’s not willing to participate it is she who will further render herself as ineffective in which case she should resign from the City Council. I doubt that she’d do that however as I believe she likes stirring up a hornets nest and playing the little-guy, victim underdog.

    What about JoAnn Connor voting to once again allow plastic grocery bags? She cited small businesses having hardship with the plastic bag ban but so far has been unwilling to name even one business having difficulty.

    As far as I know residents and most businesses favor the ban on plastic bags. Except maybe JoAnn.

    Blue Jeans, I don’t believe in bans on anything. Let the market decide. Why should government be able to determine how a business wraps its products for consumers? They have no skin in the game.
    P.S. I know very little about Ms. Connor, and have not painted her as any kind of hero. I have never attended a City Council meeting, because I always lived in the county, and therefore have no say in city decisions. But I’ve watched how the council operates for a long time, and they are not particularly admirable.

    Gosh Dog, Why should the Gubment protect the Consumer, then why should the Gubment be able to force Tobacco Companies to put warning labels on their products? Why should the Gubment test meat and or meat packaging companies or Airline Companies to perform maintenance on their Airplanes? Or Trucking Companies to check driving records of their drivers? Heck, why keep track of driving records, drug offences or anything else related to the entire Transportation Sector? Got a few DUI’s, heck go to work for Tijuana Airlines or TJ Trucking.

    Oh, that’s right, you are an Anarcho – Capitalist – Libertarian. Um, you do realize that Mad Max is fiction.
