Failures in Garrido case blasted in new report

In a blistering assessment of how badly officials bungled their oversight of rapist-kidnapper Phillip Garrido, El Dorado County prosecutors have compiled a list of dozens of instances for which his parole should have been revoked, many of them that would have saved Jaycee Lee Dugard from being abducted.

The 162-page report from El Dorado County District Attorney Vern Pierson’s office includes numerous federal and state documents that have previously surfaced since Dugard was rescued from 18 years of captivity in August 2009.

But it includes striking new details of Garrido’s parole violations that should have – but did not – return him to prison, including:

• Efforts he made while working at a nursing home to get co-workers to help him buy drugs.

• Positive tests for drugs such as methamphetamine.

• Submitting watered down urine samples during drug testing.

• And wearing a fake penis and using warm Mountain Dew to fool one drug counselor during testing.

    I am sorry to say this but he shoudl have still been locked up for the first convictions. If that would have been the case the parole violations would not have been an issue. He was a bad person then and is still a bad person that had no business being in society with my children. I would pay more taxes to make sure guys like him never walk down the street again. Kudos to Jaycee for moving forward with life and being able to smole after all the stuff she has been through.

    Right on Lou. When will we start to hold government employees (our employees)at all levels responsible for doing their job. Removal from their job, deduction or elimination of pension, retribution to those who have been harmed including the public are all things which should be considered.

    It’s bad enough when Civil Servants screw up and the taxpayers have to pay for their mistakes! (I refer you to the Poland matter here in our City.) But this wasn’t a costly mistake. It’s a tragedy!! If no one has lost their job or pension over this, it means there are no standards and no accountability, PERIOD!, with government employees!!

    The system failed to connect the dots and do their job. I hope this is a learned lesson so that future cases of child abuse and rape can be thwarted. Also noted, women who are married to these sick men are just as culpable and should be serving equal time. When a woman makes a conscience choice to marry a man like this, someone should be taking notes. Let’s not ignore the obvious.

    Parker, hate to dissapoint you, but you are not anonymous. IPs are tracked and this is a small town where everyone knows everyone..where simple minds support criminals because they are ‘friends’ and where law abiding people get blackballed for telling the truth. Surely, you knew this right?
