“Reliance on science after the fact” current structure calls for science to justify policy needs instead of the other way around – this causes “justification” on distorted levels, as decisions are more about politics than actual positive effect.
Net effect is to create dissension among the very people that they need cooperation from – the constituents. . .

I saw the wind on Hwy 50, blowing more dirt around today, than any one of us has probably in the last 5-10 years. How are they going to regulate the wind? Isn’t wind natural, hasn’t it gone on for 10’s of thousands of years, and areas have been denuded by fire before, so exposed enough for particles/silt to end up in the lake by run off, and airborne methods, so it’s not different that us humans have exposed areas to live in. In fact our houses, buildings, landscaping, pavement, and fire suppression is probably holding the land more in place then ever.
You have to ask yourself what is different now? What is really causing the clarity to decrease? Is it a natural cycle? Is it forces outside the basin, and we are just making useless attempts to fix it? Is all this agency stuff just busy work that provides people with jobs, or do they really believe (even if false), that they are making a “difference”? What can be done that is reasonable, and will actually really work (not junk science)?
