LTUSD, LTCC investigating altering how boards are elected

Early next year the boards of Lake Tahoe Unified School District and Lake Tahoe Community College are expected to decide if they will alter elections to no longer allow candidates to be elected at-large.

The California Voting Rights Act is forcing K-12 and community colleges to look at their demographics to ensure everyone is represented.

“The data shows we’re at risk if we keep it at-large,” LTUSD Superintendent Jim Tarwater told the board at the Nov. 13 meeting. “We have 40 percent Latino population. We don’t reflect our population.”

LTUSD and LTCC have formed committees to work on this together with their top administrator. LTUSD’s committee is board members Wendy David and Larry Green, and Tarwater. The college committee is board members Molly Blann and Roberta Mason, and President Kindred Murillo.

They are all scheduled to meet after Thanksgiving, with the respective boards expected to take action after the first of the year. Both have elections in 2013.

Lawsuits filed elsewhere have involved schools, though it does not mean municipalities are immune. South Lake Tahoe City Manager Nancy Kerry told Lake Tahoe News the city wants to be part of the discussions, but that the city is different because it doesn’t have the disparity issues the schools do because the boundaries are different. LTUSD and LTCC include the unincorporated part of El Dorado County in the basin.

If either LTUSD or LTCC abandons at-large elections, each of the five board members would be elected from a geographic area. This is different from South Tahoe Public Utility District which has districts, but they have nothing to do with geography.

    Mr. Tarwater,what % of original spanish speakers are citizens who can vote? That is important isn’t it or do you believe anyone should be able to vote? Who needs age restrictions or citizenship requirements or english language skills.
    And please don’t forget that there are only minorities in CA counting both illegals and legals.

    Such an ignorant racist statement. Of course only eligible voters would be participating. The Hispanic population and electorate are growing as evidenced by our role in reelecting President Obama.
    The Treaty of Guadalupe Hidalgo (1848), ratified by the U.S. Congress and signed by the President , is part of the “supreme law of the land” and takes precedence over any state statute. The Treaty guarantees to Spanish-speaking and Native American-speaking persons “the free enjoyment of their liberty and property.” Since virtually none of the former Mexican subjects could speak English in 1848, their “liberty” includes the right to speak, to teach, and to learn Spanish and Native-American languages. After all, what can “liberty” mean if it does not mean the right to speak and use one’s own language? Following the treaty both California and New Mexico made Spanish a co-equal legal language with English, thus confirming the treaty.

    Most of the bigots don’t even try to pretend to hide their true feelings anymore thanks to the influence of GOP leadership and elected representatives in Congress and bolstered by foxnooze and hate radio. I think they are actually proud of it.

    Explain to me how a white person can be racist against white people, especially considering that white people are the majority and I am criticizing them for what they have done as the people who hold the majority of the power in the world. A power they have used in evil ways many times.

    To answer your question, though, it’s a very common phenomenon known as “white guilt”.
    Quite common in liberals. I was absolved by a Black person so I don’t have to have it.

    Thing fish, it really doesnt matter. As long as folks who agree with Dog continue to go on tv shows Democrats will continue to win elections. The fact is the Republicans are going out of their way to piss off women and minorities….and women minorities, and they will continue to lose. Talk about whacking a darn hornets nest.

    I truly can’t believe this thread. Can’t you all just get along instead of tossing out insults, making racist comments and doing your best to make people mad?

    Is there something wrong with single women or single women who are also of a minority race? Is there something wrong with people who are trying to make this place better or trying to make their life better?

    Peace through Service…peace at home and around the world by doing your part, no matter how little that part is, it counts. Adding fuel to a fire does not make it go away, it only makes it bigger.
