Letter: Anti-paid parking petitions in circulation
To the community,
There are plenty of people in this town that would have you believe that South Lake Tahoe is on the road to ruin. The City Council’s vote last December to put parking meters at our beaches and on public streets just fuels that kind of thinking.
Because paid parking is opposed by the majority of the community citizens feel their leaders are not listening or worse don’t care what we think.
Most people that live here believe that this entire paid parking program along with the aggressive ticketing that came with it needs to be eliminated. The problem is: Giving up on this paid parking program would mean that somebody would have to admit that the decision should never have been made and most people would rather be tortured than admit they were wrong.
So here we are one year later, with our citizens lining up to sign petitions to qualify for a ballot initiative to repeal paid parking.
Creating a controversy of this magnitude has the consequence of having the community believe that our leaders can’t get anything right. To be honest, we probably have more things to be proud of in this city than to be ridiculed, but it is always the screw-ups that people remember.
The community’s enthusiasm for an opportunity to vote on this issue is a demonstration of how passionate they are about free access to the lake. For many, it is the reason they live here.
The grass-roots citizen’s group Tahoe 4 Tahoe was born out of this parking controversy and they remain focused on getting this initiative to the voters.
Starting today petitions for the Initiative to Repeal Paid Parking in South Lake Tahoe will be available at the following locations:
Bruce Grego’s Law Office, 2262 Barton Ave.; Gaialicious, 987 Tallac Ave.; The Design Shoppe, 3053 Harrison Ave.; Sessions Salon, 3320 Sandy Way; Sierra Ski and Cycle Works, 3430 Lake Tahoe Blvd; League to Save Lake Tahoe, 2608 Lake Tahoe Blvd.; South Tahoe Standup Paddle, 3115 Harrison Ave.; and Tahoe Keys Office, 356 Ali Wai Blvd.
The challenge will be getting the 940 registered voter signatures that will be needed by the Jan. 13 deadline. We may need our own Miracle on 34th Street this holiday season to reach that goal.
This year I’m asking Santa for peace on Earth and to never hear the words “parking kiosk” again.
Let’s do this and Keep Tahoe Tahoe.

According to an article on this site, the paid parking program was profitable in the first short year even with the start up expenses, so how is that a failure of leadership? It was designed to make money and it did.
Good luck getting those signatures. I bet this whole thing fails which would be a failure of leadership on behalf of Peggy & Tahoe 4 Tahoe plus a waste of time & money. How ironic.
Can people vote from the county?
Hey Tahoe Mom . There are two reasons to get rid of paid parking. The real economics of it are hidden. This means the city does not know how much revenue will be lost to our community businesses due to paid parking causing tourists to stop vacationing here or stopping and spending money where parking requires payment. People like to park for free. Some people view this as a tax, get angry, and go away. I used to go to athletic events. When ticket prices grew too high I voted with my wallet and never went to another ball game again. It’s been several years, and I don’t miss being there. Some tourists will go away, and the money they would have spent isn’t considered. THe second reason is that we city tax payers shouldn’t suffer when the city government screws up their budget. We should force the city government to get their problems straightened out without penalizing us citizens. Watch this pass big time.

Yet attendance at pro sporting events keeps growing.
The argument that paid parking is going to ruin our tourism economy is a wee bit of a stretch!
Actually, attendance at pro sporting events is decreasing. AND most pro teams and arenas depend on government (read:taxpayer) subsidies to survive. More ‘hidden’ taxes that folks seem unaware of.
Unfortunately, we county people do not get to vote on this, and this particular parking tax is one that affects us more than people in the city. If you live in the city, you’re more likely to be close enough to walk to your beach, bike, or bus to your recreation site, whatever it may be. Those of us who live out in the county don’t even have the option of a bus ride. We must drive. So again, it’s a tax on the people who have no voice. Taxation without representation, if you will. Our only choice is to spend our money somewhere other than in SLT city limits.

Because this is the repeal of a city ordinance, only registered City residents can sign the petition or vote in June. As a city resident, I am happy to sign and vote against paid parking on behalf of our extended community in tne county areas.This is an issue that affects us all.
I used to be a resident of Tahoe for 25 + years and after leaving for a few year I returned. My fiance and I parked at the beach on hwy 50 to take 2 pictures of my beautiful home and by the time we got back to the car we had a 55 dollar ticket. I think it’s BS. I wish I could sign the petition. My entire family still lives there and I will ask each one of them to. And Tahoe Mom my question to you is it always about profit? Maybe if less people in the world thought like that we would have a more ethical better to live in society!
Why doesn’t the city go after noisy and disturbing vacation rentals as diligently as they do parking violations? Both are exceedingly annoying and hurtful to us locals.
EVERYONE : Get involved in this. If you’re qualified, sign the petition. Let’s get double the signatures needed. Then vote down paid parking. This can teach city council to listen to us citizens. Show em we’re p o ed.

Tahoe Mom, the communities around paid parking areas are suffering aggressive enforcement plus having to have parking permits for their own homes. These people have suffered a decrease in home value because of this. Its like living in a gang infested neighborhood versus a low crime neighborhood.
In economics parlance that is a externality. The City of SLT is saddling the homeowners in those areas with the costs of the program while the city take the profit.
I’ve got three registered voters in my house. I can’t wait to go sign this petition!!!!!!!!! I’ll be doing that today. This has been frustrating and miserable to lose some of the rare last places we don’t get charged in our town. Yay!!!! Go sign locals. It’s up to us.
Well lots of responses that’s for sure – the most insightful may be “Tahoe Pizza Eater” – that most of the “economics of this are hidden” – support or lack of public support shouldn’t be contingent on whether the city can make money from this (least we should also argue the City should be running marijuana dispensaries (no don’t go there!). But what is the impact on tourism, individual shops keepers and the ability of a functional range of businesses to stay in business, and also the perception of what type of community this is and the quality of life for locals and visitors alike? How is it that a city like San Cruz (way more congested than Tahoe) can have 16 free city parking lots and covered parking garages charging $1 for up to two hours and $5 dollars for a whole day, Yet we think street parking here is worth $2/hr. $10/day when it is also obvious in Santa Cruz with a downtown, many would park for longer periods, while here, many just want a quick stop to a business (given the strip layout of town) or a quick stop at the beach for a photo. That quick visitor decision of “we will just skip paying $2 for a five minute stop” looses all the spontaneous activities that might have occurred after stopping, those are the economics that are totally uncalculated. Why is it that Sedona,AZ one of the wealthiest enclaves of tourist interest and an extremely congested small town can offer totally free parking throughout town with well marked signing directing and inviting folks to get out of their cars. That SLT used places like SF, LA and Sac as a model for managing parking is to pretend you are something you are not. I for one, am glad to sign!
The question is. What made the paid parking program profitable? Was it because the parking kiosks were consistently full or was it because of the overuse of parking violations? If we are excessively issuing tickets to our visiting tourists, what kind of message does this send about our hospitality? Profit for the city should not be the bottom line when it reflects a negative attitude, directly affects the profits of local businesses, puts a burden on employees working in these commercial areas and forces permitted parking in adjacent neighborhoods. Less people visiting these areas and Lake Tahoe as a whole means less money generated in taxes and revenue for the city. Was this considered in the profitability calculations.
Suck it up City Council and admit this was not a well thought out plan.
If the City Council is forcing the Initiative to Repeal Paid Parking in South Lake Tahoe by not conceding to the will of the people, then I will sign the petition and suggest to all my city dwelling friends they do the same. Another inconvenience and expense to the taxpayers of South Lake Tahoe.
I will be signing this petition. Unfortunately only registared voters in the city limits may vote. I have heard many times that people in the county should be allowed to vote on city issues because they pay some sales taxes and use fees to the city, this argument does not hold water as if we allow all people who pay sales taxes in the city we would have millions of voter)(vacationers) The major tax that contributes the most to our budget is property taxes which people live in the county do not pay, rather that money is kept in the county coffers. If those that live in the county wish to have a voice in the city I would suggest that they try and get the city to annex their area into the city limits.
My crystal ball tells me that there will be a fundamental change in the composition of the City Council a year from today as a result of paid parking and the plastic bag ban.
For what it’s worth, the program did not make money. It only turned a profit when you consider the fines that were implemented. If you look at it solely on the revenue collection for parking, it was a total loser deal.
I have no doubt that this will get enough signatures & will get a majority of votes on the ballot, after all, who likes to pay for parking? Or street cleaning, or taxes or anything else? The problem is that it will never survive a legal challenge. If it does, Peggy will be famous. This will be taught in law schools as it would be a legal precedent that would ripple across the country & end up in the Supreme Court over every city in America banning paid parking. Somehow I don’t think that Peggy & Co just stumbled onto that legal realization.
Give me a break Tahoe Mom. All the city had to do was listen to the locals in the beginning. We can and will stand up to city and staff for making a bad decision. There might be more ballots in the future if they don’t start working for US not against WE THE PEOPLE!! Get out to sign and vote.
Hey Tahoe Mom ! There is no right by the city to prevail on a legal challenge. In other words the city would have to find that there is a constitutional right being violated when the paid parking is removed. The city cannot establish a legal foundation to challenge this vote. This vote will prevail and when it does, a any challenge will be futile. I happen to know something about this stuff. Tahoe Mom, you shouldn’t come on this forum and think we’re stupid. I spent some time last summer in France as a tourist. We visited one city where the paid parking was a copy of what is happening here.
The signage was very limited and hard to see. The kiosks were far apart. We got a 20 euro ticket. The only lasting memory of that city is the gouging I experienced. I cannot help but think that will be the lasting effect of this policy on our tourists.
I have lived in town 32 years and have never paid for parking. Let the out of towners pay for the parking. Locals know how to avoid parking fees.
I just signed the petition to bring paid parking to a vote. The closest place for those of us in Sierra Tract or Highland Woods is at The League to Save Lake Tahoe office at 2608 Lake Tahoe Blvd., it’s the green building next to the 7-11 on the corner of Carson ave. The upshot of this whole fiasco is that this has now opened the door for us citizens to more regularly overturn dumb Council decisions!
Bitterclinger, you are so right. How can a program based on writing citations be labeled a success? If everyone obeys the rules it becomes a failure. I’m sure there is some Plato or Socrates platitude that demonstrates the lunacy of the city council’s and city managers logic.
As to the composition of the city council, don’t hold your breath. Some ex-city council bodies will crawl out of the woodwork and get re-elected by the same voters who put Cole and Davis back in who then put their buddy Laine in. Name recognition is more important than their voting records and lack of leadership.
When the paid parking report was presented to the council in November it only included the costs for the months of July to November. The costs will go on through the winter but the revenue will go down. On an annual basis it will lose money and of the money they make, more will come from parking citations than is being put into the kiosks.
Vote to get rid of it and stop driving tourists away.
If the Council was smart they would overturn it themselves.

A tourist-based community that implements and then judges the success of a municipal program based on the profitability of fines it collects from writing tickets should have its head examined and its decision makers fired or recalled.
Not to mention inconveniencing and adversely affecting locals and adjoining neighborhoods.

Somebody down at the city needs to stand up and take the fall for this parking fiasco. Will it be the city manager who sold it to the council? Will it be the police chief who sold it to the council? Will it be Joann Conner, Angela Swanson, Brooke Laine or Hal Cole who voted for it and have continued to state that they support it. Joann Conner did publicly admit at the last city council meeting that she parks outside the paid parking areas to avoid paying to park. I guess what she means by supporting paid parking is that she supports paid parking as long as she is not the one paying. Some people call that hypocrisy.
Our community may well gain a sense of itself from this political upheaval. For now we just need to sign those petitions and plan to vote in June. Will a new cast of characters on the council be the next big change in November?

Weston Mickey : If the Medical Marijuana In. team are carrying petitions in support of the Anti Paid Parking group, this should stop. These two initiatives are like oil and water, they don’t mix. An impression of mutual support is the wrong message here. Many people will want to support one initiative while not wanting to support the other. Citizens should not be pressured to sign both initiative petitions. This can result in some citizens rejecting both. You should stop this now. Leave each initiative to stand on its own.

If someone does not want to sign the cannabis petition but wants to sign the parking petition, why should they have to hunt for it? It seems like there is some underlying root issue with you that causes you to attack cannabis no matter how positive the situation is. I just hope that you can remove the hatred out of your heart and become a philanthropist and lift the community instead of bring it down. A few trolls online will not effect the outcome of both Initiatives and democracy will prevail.
Tahoe Pizza I have to agree with Weston. I hate weed because of the huge impact on peoples memory and motivation. But this isn’t about that. This is now about grass roots democracy, the petitions should be made available as widely as possible. The individual issues are irrelevant.
Here’s my explanation. This may seem extreme, but you should understand when I’m finished. What if there were two initiatives dramatically different, seeking signatures for a vote. One initiative was in favor of legalizing drunk driving; The other initiative was for legalizing medical marijuana. Now, would you seeking legalization of medical marijuana dispensaries, want to be associated with the initiative to legalize drunk driving? I wouldn’t want to be associated with that. Do you get my drift ? For reasons real, or implied, these initiatives should be kept separate.

I’m not a city resident but I sure have noticed the outrage over this decision to install parking meters.
It sure looks as if the City Council isn’t representing the interests of most residents.
I used to walk Cove East Keys often until the meters went in, and still remember being stung by a juicy ticket when my meter expired by 15 minutes in Santa Cruz at The Crows Nest. I won’t go back to either place again if I have other choices.
Tahoe Pizza Eater you’re right, the actual economics probably represent a loss of business after a ticket or if there’s a choice of free parking somewhere else.
John A. I hope you have returned to read my further input. The citizens broadly opposed paid parking before city council voted it in. The minds of some people are so narrow that they cannot foresee unintended consequences. In this case tourists are receiving parking citations. The immediate result is income for the city. We citizens are understanding the unintended consequences will be that this situation will drive away some tourists. Then with fewer tourists, the city’s economy will suffer some loss of business. We may not be able to measure this loss, but it will occur. The citizens against paid parking understand this. Business owners understand this and oppose paid parking. But the city council ignored this unintended consequence, and ignored the citizen’s wishes. There are also property owners living near the paid parking that are adversely effected. This is what is wrong in our city government today. I’m glad to see the citizens standing together on this matter. Only Tom Davis voted against paid parking. The rest of city council is beginning to get the message.

Besides the League to Save Lake Tahoe’s office, there are 2 other locations to sign a petition. Gaia-Licious gifts, a cool little shop on Tallac ave, it’s on the right hand side of Tallac as you turn off 50 next to the laundromat that’s on the hiway and then there is Bruce Grego’s law office on the corner of Winnemucca and Barton. When you are out doing your last minute Christmas shopping or just running errands, stop by one of these places and sign, it only takes a minute. Let the city know how you feel about paid parking and yes, Tom Davis was the only person who voted NO on the city council on the paid parking proposal. In my opinion paid parking on public streets isn’t much different than paying to park in snow parks – it’s “double taxation”.
We already paid for the improvements and property with our taxes and assessments. Paid parking at snow parks in particular should be challenged in court.
In the big cities it’s been commonplace for so long everyone is used to it. Ok, in big cities maybe it’s more necessary for immediate revenue and because of very limited parking. You go there and expect to pay.
For Tahoe I think there are plenty of other avenues to pursue to derive revenue and keep Tahoe a place everyone wants to continue to visit. Throwing parking meters up everywhere just isn’t user friendly.
Can a county resident sign the petition ?
I actually understand about the snow parks. They keep the lots plowed, which they wouldn’t otherwise do, and that costs money. AND it benefits us by keeping the tourons from parking all over the roadsides and sledding directly into the streets.
But the double taxation for street parking is heinous. There are NO extra improvements there. None.
No benefit.
I’ll be going over to one of my favorite small businesses in town, http://www.gaialicious.com to sign both the parking and med. marijuana initiatives, hopefully both will be available. It’s not as easy to gather the required signatures from registered voters as some people think. We need every signature we can possibly get and any anti-paid parking advocates that discourage help from the pot initiative folks are being stupidly counter- productive.
I can see the 2014 City Council candidate signs now emblazoned with “Peggy Bourland-Madison for City Council”. I believe that this positioning is to begin showcasing a successor to Tom Davis on the City Council and is being engineered by the long-time, good old boy cronies in their business as usual mindset to safeguard everything they have and ensure that nobody interferes with their business. These good old boy Tahoe 4 Tahoe architects need a new face for their candidate as they can’t get elected (again) and they need a “hook” to garner the little guys votes to get their candidate elected as there aren’t enough good old boys to do that by themselves. Thus the necessary hook and rallying cry to get those needed votes was identified as paid parking. This political strategic planning tactic goes on at every level of government and effectively directs many voters attention from candidates’ stances on other matters of equal or greater importance.
I sure hope that some of those intelligent, articulate young people living in our town who have attended the City Council meetings during this past year will recognize the importance of their becoming involved in our local government. Without new thinking we will be destined for more of the same.
4-mer: Tahoe4Tahoe has made this ballot initiative come true. This is out of the box for SLT. If Peggy did run she would at least listen to the locals before making a bad decision. The council except for Tom has not listened. All the unintended consequences are everywhere besides not making a nickle this time of year. How can it possible support itself or make a profit? Can’t even give out tickets for most of 9 months a year. We were feed some bad math with just guesstimates. Get out to sign initiative then vote in June!!!!

I don’t believe that political strategic planning tactics are even remotely new to SLT nor is this initiative thinking outside the box by the local good-old-boy power-brokers. Like I said before, I think the real objective is to influence the 2014 City Council election via diverting the voters’ attention which ultimately would not be for the benefit of the majority of the local populace but would be to further the elitist purposes of the good old boy cronies in ensuring that nobody interferes with their business as usual goals. I also don’t believe that if Ms. Bourland-Madison runs for City Council and was elected that she would be compelled to “listen to the locals”, unless of course those comments were from the good old boys that recognized and then orchestrated the plan of her new face for their representative candidate. However, your support of Tom Davis and of “Peggy” is certainly your prerogative.

Taking away almost 4 of their 8 weeks to get signatures was an underhanded move on the part of the city.
Everyone who can sign should get out and do so. Even if you don’t agree, at least let it go to the ballot.

I think you anti-parking meter folks are nuts and living in the past. No wonder this town is behind the times. While the rest of the world lives in the real world and realizes bills need to be paid , you expect everything to be free in the mountains because we’re a small town. Who cares if the community is broke as long as we get it for free, right?!

Ya know Bob, many of these folks that are so opposed to paid parking are also the first to complain about city services that they feel are not up to the level they expect, or in their mind, deserve.
Go figure.
Bob, there are ways to raise money that don’t include fining and harassing tourists and lowering property values in effected neighborhoods. Finally this tax is absolutely and perfectly regressive; affecting the poorest the most.
The people in those communities would be better off if they received a special assessment for $5000.
Moral Hazard, please give us an example of dropping property values in the Al Tahoe And Keys neighborhoods due to parking meters.
Bigger if a buyer has a choice between two comparable homes; one with permit parking and one without, then most likely the buyer will prefer not having permit parking. That difference will be picked up when the appraiser gets close comparables. A lot of people, me included, would never buy a home down there because of the reputation of aggressive enforcement. That gets picked up in price.
4mer, when I first suggested a ballot initiative to rescind the paid parking program, you wished me luck on my efforts? I have nothing to do with Tahoe4Tahoe (though I signed the petition).
But since they’re doing the right thing, and since now no one doubts that if their petition gets on the ballot it will pass, it’s unfortunate the only hope the few for paid parking have is to call the majority names, and impugn the motive of the petition’s organizers.
Tahoe4Tahoe has gotten involved in the democratic process. Kudos to them! And if the Council can’t handle making decisions, ok, fine. Let the citizens at large in South Lake Tahoe make the decisions!
And by the way, our City gets plenty of revenue. Amongst other things, they just need to stop wasting it on consultants!
The few dollars the city says it will make from issuing parking citations and paid parking (less than 0,2% of the budget) is not worth the investment they are making, the new employees they have hired and the damage they are doing to the tourist based economy and the local neighborhood property owners.
City Council, please step up and reverse your decision. You were given biased information from a consultant survey which did not support paid parking in the first place.

I live in the EDC portion of SLT so I can’t run for City Council, and I had never heard that you ran for a City Council seat in 2002. Perhaps you’d be good enough to share with me and with other interested individuals “how it really works”, and since you have personal experience in this area maybe you can utilize that experience and get yourself elected in 2014 to one of the three seats that will be up for grabs.
While I’ve never heard that the real goal of Hal Cole, et al, was to lower the number of residents in SLT, I did hear a presentation to the City Council where attracting visitors having more discretionary money to spend in our town and thus plow into our local economy was desirable versus those who visit on a shoestring. I believe the term referenced was quality versus quantity.
All those folks that want to keep paid parking please call the city and ask them for a kiosk or permit parking sign in front of your business or home. Think about the effected areas. The council did not think about the business or homes!!
Who is complaining about city services? We haven’t had a normal winter after the cut backs to test the contracted snow removal. If they would take the money they are spending planning and clearing sidewalks no one uses they could fix a few potholes.
Hard to think of a city our size that has more to do for the children. Just because we don’t have a shopping mall for them to hang out at doesn’t mean the city is lacking any services.
Hey Buck! I park my vehicle in my garage; not on the street. And again, I have lived in town almost 40 years without paying for parking.
Hey rock4tahoe! I also have lived in Tahoe for 40 plus years, have not paid for parking and want to keep it that way. I also know many business owners that are being effected. We will not know the effect on property values for a while but I can not think that it would be a positive. I know I do not want a kiosk or permit parking sign in my front yard. If you live in the city, sign the petition to put it to a vote and let the majority decide. Or better yet the council should put in on the ballot if any member of the council wants to every get elected to any public office again as I understand many people in the county are PO too.
