EDC leader cleans out her office

El Dorado County CAO Terri Daly this week moved all of her personal belongings out of her office.
Board of Supervisors Chairwoman Norma Santiago on Saturday morning was asked what this means.
“I’m not going to tell you. I’ll talk to you later. By,” Santiago told Lake Tahoe News before hanging up abruptly.

Daly and Santiago are friends, with Santiago always coming to her defense.
But Daly has come under fire for months base on her handling of financial and contractual dealings within the county. She is responsible for taking a budget surplus and turning it into a $20 million deficit.
Daly earlier this year had a consultant look into how things were functioning. It came out that her office was one of the most dysfunctional. The El Dorado County Grand Jury in its report this year also called the county dysfunctional.
The board on its agendas has an ongoing item of “exposure to litigation” to be able to talk about Daly and Assistant CAO Kim Kerr, a source told Lake Tahoe News. But this could be a violation of the Brown Act because more of a description is required. Plus, any action taken in closed session must be reported out.
County Counsel Robyn Drivon when asked if Daly was fired, said, “No. There are rumors aplenty.” She would not, though, explain why Daly cleaned out her office, or if she quit.
If the board had fired Daly, she would have only gotten paid for three months. She has had a rolling three-month contract.
On Tuesday, county workers saw Kerr helping Daly carry boxes of personal items out of the building.
With Daly evidently gone, this would leave Kerr in charge. Her pedigree is no better than Daly’s. This column by Larry Weitzman spells out Kerr’s past.
On her way to blemish another government office, these highly paid bureaucrats are like warts that won’t go away.
Some people should not be entrusted with public funds, especially those with a questionable past in the first place. This includes her and cronies including Kerr. This has been something that was long overdue and may prevent the county budget from getting worse if actions are taken soon like elimination of the multi-million dollar leased buildings and the 100 million boon-doggle new Sheriff’s Office proposal. Her sudden departure was probably after she shredded the evidence. Time for the Auditor to get busy and find out how bad it is and what can be done now. House cleaning time for a number of the former Amador and Alpine County people who do not have the confidence of the people or employees of the county and their checkered pasts need further review as well as their employment contracts.
Norma should join her and pack up before the end of her term before she can do more damage.
Keep looking into this Kathryn. This is a very important issue for the citizens of El Dorado County, the County budget and the County work force. El Dorado County needs change in its highest level Administration, the sooner the better.
This Daly woman keeps turning up and hiring her friends. Now Norma Santiago is a friend, lets see if Norma follows Daly to her next job.
How far Santiago has fallen, and lots of us had such high hopes for her. Now it’s just good riddance !
Daly might have been given the option to resign, rather than get fired. And yes, we need to know – any golden parachutes? When is Norma’s last day? What a rude disappointment she has been.
Justice, while I agree with your premiss, that some should not be trusted in a public format, I disagree with some of your supporting facts. How is a proposed Sheriff office to be held against her? Your allegation about shredded files is odd as well, lets say she did shred all financial documents, did she go to the banks and shred all the payment processing as well?
A forensic auditor can quite easily come in and examine all expenditures from such bank documents and compare them to approved funding. Should there be malfeasance a felony conviction is very realistic, IF there was wrongdoing. Let those who specialize in such matters, what was wrong, what specific charges if any, let them go to work. After all what’s one more consultant fee?
Yes, Norma is a pathetic example of a Supervisor. She is trying to back door the Meyers plan and was a disgrace up at Sierra last season for the Olympians. Her words hold about as much truth as the current presidents words. She should put her feed bag back on and go out to pasture where she can’t do much damage.

And for any body that really wants to know… The El Dorado County Board of Supervisors approved the $485 Million budget back in June with a 3 to 2 vote.
Umm Maiden, tsk tsk tsk. Norma received 80% of the vote against Ted Long in 2006 and NOBODY ran against her in 2010. Your comments are opinions and you know what they say about opinions, they are like rear ends… everybody has one.

I don’t see people getting riled up about the City of South Lake Tahoe throwing $400,000 ($4 million every 10 years) down the drain of that airport every year – decade – century for perpetuity. But who’s counting.

The Board pulled the item off the agenda and did not mention the firing/resignation.. If they let her resign how much will El Dorado be paying to pay off her contact?
At 2:00 when the Board reconvened they accepted Teri Daly’s resignation.. Supervisor Briggs objected stating something like he would not accept her resignation because she was unfairly dealt with.. Then they all got up and went out to closed session.. They came back and appointed Pam Knorr as temporary CAO.
We need a new Board of Supervisor that is not interested in total build out of El Dorado County.. Please vote carefully.
