Arrest made in 24-year-old Placer County murder

Placer County Sheriff’s detectives have made an arrest in a 24-year-old cold case involving the execution-style killings of a Placer County couple.

Joseph Victor Foster, 54, was arrested at Correctional Training Facility on Wednesday where he was serving a 50-years-to-life sentence for the 2006 kidnapping and raping of a family member in Modesto.

Foster is suspected of killing Jacqueline Sue Barton, 33, and Hugh Cleveland Gresham, 37, at the Placer County home where the couple was shot to death on Jan. 7, 1991.

Recently discovered forensic evidence linked Foster to the murders, according to a sheriff’s press release.
